Case workers in local and
state government often need to access data from many
local and state systems in order to provide services
to citizens. Such workers in many states are faced with
the frustrating situation of having to
sign on to multiple systems in order to provide services
to citizens. They must keep track of many different
passwords and update multiple systems for each applicant.
This redundant manual entry process often results in
data input errors and reduces the time available to
serve citizens.
Attempts
have been made to resolve the data sharing and integration
issues inherent in the states' multiple disparate system
environment, but for many this problem persists because
of the lack of a composite application that provides
a single-view of state systems.
Case-in-Point:
Arlington County, Virginia
Summary:
Arlington County contracted with MITEM to develop
a Web-based, composite application that provides single
sign-on functionality and a unified-view of many of
systems that are required for verification of human
services eligibility and for the delivery of services
to the citizens of Virginia. The new solution simultaneously
searches multiple state mainframe systems and displays
results from these systems in single-view user interface.
Integration
Challenge
Information
about citizens who are consumers of government services
resides on legacy systems that are not designed to share
data; therefore, case workers cannot easily or efficiently
access the information they need to perform their jobs.
In the first phase of this project, five different mainframe
systems needed to be integrated: MMIS, VACIS, ADAPT,
DMV and VEC. In the future an additional six systems,
for a total of eleven systems, need to be integrated.
Solution
MITEM
developed a solution for Arlington County using the
G2 framework - their particular implementation is called
Human Services Interface (HSI). HSI
provides a single sign-on and unified view for many
of the state and local systems that are required for
verification of human services eligibility and for the
delivery of services to the citizens of Virginia. HSI
simultaneously searches five state mainframe systems
and displays results from these systems in one web-based,
single-view interface.
Once
signed-on, a user can make a query for an individual
by entering various details such as name, social security
number, case number, etc. HSI then simultaneously searches
multiple systems for exact matches for an individual,
or provides a list of partial matches. Users can
then select from these results and are provided with
a brief summary of information about the individual
from the various systems. Users can then drill-down
to view query results from each system in detail.
